Senior Project Manager - 12 MONTH CONTRACT
Matrix Management of internal and external staff assigned to the project




Purpose of job:



      To work within the Strategic Change Team to identify lead and manage change projects and programmes to PRINCE2 and MSP standards across Directorates and partner agencies as a result of which those involved with the project see the team as a positive contributor to success.


      To lead and supervise the work of Project Teams (including any inter-agency teams) comprising operational staff, staff from other organisations, agencies or advisors, support staff and internal and external partners to meet the overall objectives of the projects.


      To produce and manage relevant documentation and project plans including accurate costed resource planning, and to be responsible for budget management within the project.


      To ensure that projects deliver to Time, Cost, and Quality and ensure that benefits are realised in line with the Business Case, ensuring projects are handed over once complete.


      To lead changes of culture and approach with regards to business change projects using relevant techniques to deliver sustainable change and make a positive contribution to the Corporate Strategy.


      To operate the established governance arrangements within projects and ensure that key information is presented and decisions sought from the appropriate body at the appropriate time.


 


Main Activities & Responsibilities:


      To direct and lead on major projects, including advising Directors and Members on the strategic direction to ensure the project or programme of work is successfully delivered within agreed timescales and resources and makes a positive contribution to the Corporate Strategy.


    To direct and lead on projects external to the Council ensuring that an effective process for cost recovery is implemented and agreed.


      To deliver programme and projects to time, cost and quality using recognised project management techniques.


      To establish and deliver robust project management procedures and processes within the overall project to ensure that all individual aspects are planned, coordinated and monitored appropriately.


      To advise upon areas for improvement to the process to ensure the team is constantly working in the most efficient and beneficial way.


      To take overall responsibility for the completion of Quality Assurance within the overall project or programme of work. Establish an appropriate Gateway Review process.


      To report regularly to the Programme Manager and Programme Board and other governance bodies such as Members, SLT and Scrutiny as required, informing them of progress made and any problems or issues which arise.


      To develop and deliver effective communication and communication plans so that everyone feels informed and involved throughout the project or programme.


      To provide management, supervision and support to staff seconded to projects ensuring their continued personal and professional development, as appropriate.


      To provide leadership and guidance to staff outside project teams who are also involved in the project, including systems suppliers, partners, consultants and others ensuring that work is undertaken to appropriate time scales, costs and identified quality standards.


      To identify and lead on strategic changes in business and operational practices and procedures to effectively deliver the Corporate Strategy.


      To  generate  changes  in  culture  and  approach  as  a  result  of  effective  change management  within  projects  and  programmes,  ensuring  a  sustainable  change  on
handover.


      To  manage  the  budget  allocated  to  individual  projects  or  phases  including  the identification and planning of resources though robust resource planning.


      To ensure the Project owner is informed of resourcing requirements by developing a robust, costed, resources plan with a clear change control process.


      To ensure that Health and Safety legislation, procedures and regulations are observed as they relate to the post’s area of responsibility.


      To attend training courses for staff development programmes relevant to professional growth as a manager, new statutes and departmental initiatives.


     To  attend  such  County  Council  Committees,  Joint  Consultative  Committees,  District
Liaison Bodies, district committees and officer support groups, as directed.


      To undertake such duties related to the work of the Council as may be assigned which are consistent with the nature of the job and its level of responsibility

EXPERIENCE:


It is essential that the post holder has:


      Substantial experience of large project, programme and change management activity within a complex organisation.


     Substantial experience of managing multidisciplinary teams to deliver business outcomes


      Evidence of further professional development, within a relevant area such a change management, or able to show relevant experience


     Considerable knowledge of developing commercial partnerships and commissioning


      A successful track record and substantial background of consistent achievement as a leader including evidence of a clear understanding of quality standards, change strategies and effective service provision in a senior role


      A successful record of exploiting new opportunities, proactively managing change to achieve output related change, with an outward customer and community focus.


      Significant record of success in managing and achieving sustainable change and improvements, sometimes in challenging circumstances, with the ability to translate strategic
objectives into clear delivery plans.


     Substantial experience in managing significant budgets, resources and contracts.


     Substantial experience in developing fully costed resource plans


      Substantial successful people management and leadership experience, demonstrating the ability to motivate, challenge, support and develop individuals and teams to deliver complex
outcomes.

      Expert interpersonal and communication skills and the ability to establish positive relationships with staff at all levels, elected members and external agencies, groups and individuals, that generate confidence, respect and trust. In addition, the ability to handle potentially hostile, emotive atmospheres and environments and to act discretely as appropriate.


      The ability to present information in multiple formats at a board level so as to elicit key decisions.


      Ability to lead, shape, motivate and influence a team instilling a culture of change driven by performance


      Ability to work credibly with different organisations through partnerships, to deliver complex, high profile projects to tight deadlines.


     Ability to work well under pressure and to deliver to strict deadlines.

      Expertise to maximise resources and manage budgets effectively in a commercially focussed and financially disciplined environment.


     Ability to implement flexible, creative and imaginative approaches and identify new options


for service development through service improvement, change management techniques and, measurement and monitoring or processes.


      Expert analytical and judgemental skills to analyse interpret and communicate complex situations which may contain several components and from which a number of options may
be presented.


      Ability to clearly describe (quantitative and qualitative) an expected standard for a product or service with outcome focussed targets which have agreed milestone and completion dates




QUALIFICATIONS/TRAINING & DEVELOPMENT:



It is essential that the post holder has:


     Recognised project management qualification, e.g. PRINCE2, MSP, RICS Dip. Project


Management or similar and/or substantial project management experience.


     A degree/NVQ5 or equivalent level qualification


      Evidence of further professional development, within a relevant area or able to demonstrate relevant experience e.g. IT implementation, change management, procurement, process engineering, or service restructure
