Our Client is responsible for the delivery of engineering services to Highways England. They provide resources to maintain, design and construct motorways and trunk roads.
An exciting opportunity has arisen for a Structures Asset Lead to join the team in Kent on a permanent basis.
The role is to understand the structures asset condition through analysis of inspections and confirm the asset needs for development through design and construction. With the network intelligence gathered the Structures Asset Lead will develop a 5 year programme and manage the Value Management (VM) process to achieve the delivery of the identified goals for resolution of the asset need. A thorough understanding of the VIVI process is required. The Structures Asset Lead shall work with other Asset Leads and Design and Construction teams (Integrated Delivery Team, IDT) to understand the full array of other possible programmed works so that the Area 5 year programme is intelligent, realistic, cost effective and appropriate to address the network needs, client objectives and business objectives.
The role does not comprise scheme development in design however will be expected to engage with the design and construction teams in order that the agreed outputs and actual delivered scope is appropriate for the asset need.
The Structures Asset Lead will also be responsible for the management and accuracy of the HE databases containing the asset information for the network. Updating for schemes delivered and network knowledge are key to the role.
• Manage the Structures Asset Development Team, including all aspects of health and safety, environment and complying with procedures.
•Report to the Asset Development Manager
• Support the Asset Development Manager who has overall Asset responsibilities to ensure the overall Asset Function is met as a group.
• Understand and implement the A-one+ processes from 1A to 3B, Identification to delivery
• Manage the Asset Management Plan and Maintenance Requirements Plan for the asset type
Develop, submit and agree with HE the 5 year programme
• React appropriately to in year needs priorities from HE and network defects. Action a dashboard type display to give others confidence that agreed actions are being met. E.g. inspections
are analysed on target, key deliverables.
Monitor delivery and outputs from inspections
Monitor return records from Construction works
Manage the HE management systems for the Asset type
Receive the Health and Safety file and other records and update the HE Asset Management systems
